The two sides will vigorously develop and upgrade cooperation in the automotive, shipbuilding and civil aviation industries. In a spirit of openness and inclusiveness, and taking account of their respective domestic laws and national development priorities, they will continue expanding cooperation in the digital economy, information and communication technologies including artificial intelligence, cross-border e-commerce and the extraction of relevant minerals. They will jointly advance key cooperation projects and further unlock the potential of China–Russia cooperation.

The two sides agreed to explore a software cooperation mechanism to jointly support digital infrastructure development. They will deepen exchanges and cooperation in open source, promote the industrial application of high-quality open-source achievements in key sectors, and advance the joint development of their open-source communities.

The two sides agreed to continue deepening intellectual property exchanges and cooperation, provide better services to applicants and rights holders in both countries, and jointly foster a favorable business and legal environment. They will advance exchanges of experience and practical cooperation on intellectual property protection in the context of the digital economy and artificial intelligence.

The two sides are willing to deepen cooperation in housing and urban-rural development, conduct joint research on high-quality housing in cold regions, and strengthen mutual learning in areas including urban infrastructure lifeline safety, urban renewal, and the application of digital technologies and artificial intelligence in construction.

The two sides will deepen high-level strategic coordination on information security, strengthen practical emergency-response cooperation, and exchange experience in Internet policies and regulations. They expressed concern about threats to global information security and emphasized the United Nations' key role in addressing threats in the information space. They support information security dialogue and cooperation within the UN permanent mechanism on global cybersecurity, upholding the rules of responsible state behavior in the information space, and developing universally accepted international rules on emerging issues including international information security, data security and supply-chain stability. They will safeguard an open, secure, stable, accessible, peaceful and interoperable ICT environment, respecting and supporting the principle of cyber sovereignty.

China and Russia noted that artificial intelligence is a major factor affecting the pace and quality of economic and social change. They are willing to promote AI for good and for the benefit of all, and oppose its use by individual countries as a geopolitical tool to maintain hegemony. They support stronger international AI cooperation to realize the benefits of intelligent development and address potential risks and challenges. Russia welcomed China's initiative to establish a World Artificial Intelligence Cooperation Organization. Both sides reaffirmed that they will further cooperate on issues concerning the military application of AI technologies through bilateral and multilateral frameworks, including the Group of Governmental Experts on Lethal Autonomous Weapons Systems under the Convention on Certain Conventional Weapons.

The two sides are willing to use international organizations as platforms to coordinate positions on scientific issues relating to artificial intelligence.

The two sides are willing to continue strengthening dialogue and coordination within BRICS and promote high-quality development of greater BRICS cooperation. They support India's 2026 BRICS chairship, bringing together members' efforts across political and security cooperation, economic and financial cooperation based on the Strategy for BRICS Economic Partnership, and people-to-people exchanges to strengthen the strategic partnership. Together with other BRICS members and partners, they will implement the consensus reached at successive leaders' meetings and enhance the organization's international influence. They support closer practical cooperation between BRICS and developing countries through greater participation in BRICS Plus and outreach dialogues. Russia supports China's 2027 BRICS chairship and preparations for the summit and is willing to provide assistance. Both sides welcome stronger cooperation in safeguarding the multilateral trading system, advancing WTO reform, sustainable development, rebuilding supply chains, special economic zones, the digital economy, support for micro, small and medium-sized enterprises, and the green transition. China welcomes Russia's initiative to establish a grain or commodity trading platform within BRICS.
