BRICS foreign ministers met in New Delhi on 14–15 May. India's chairship issued a Chair's Statement and Outcome Document identifying meaningful connectivity, ICT innovation ecosystems and digital public infrastructure cooperation as important elements of the development and innovation agenda.

The document called for digital skills and capacity building, support for start-ups and young entrepreneurs, and emerging-technology applications. Its AI priorities included access to resources, safety, inclusion, reliability and energy efficiency, supporting fairer participation by the Global South.

On infrastructure, the document welcomed progress in discussions on technical and economic feasibility studies for high-speed submarine communications networks among BRICS countries. It also addressed data security, malware and technology misuse.
